Just so you know, the announcer is talking about how the one dog won't leave his injured friend alone... how it is chasing everyone away. I'm guessing it was pretty spooked after the quake and tsunami and that it lost a lot of trust in people (though I 100% believe that wasn't anyone's fault!).
And... just so you know, the dogs were both rescued and taken to the same veterinary hospital. Initial reports say both will be okay.
This blog was just to remind us that despite the awful toll on human life, we aren't the only creatures on this planet affected by natural disasters.
